Texas Electric Deregulation. With the passing of
State Senate Bill SB7, electricity deregulation
became effective in Texas on January 1, 2002. This
has allowed Texas residents and businesses the
"Power to Choose" their electricity providers. This
will in turn create competition, better services,
and more flexible billing agreements for the Texas
consumer. The Texas Legislature changed state law
to allow consumers to have more control over their
purchase of electric service. Over time,
competition for electricity services is expected to
lower rates and speed development of new products
and services. Competition also is expected to
create new jobs and stimulate further economic
development in Texas. Some people believe that when you switch to
another electric provider, you don't get the same
reliable electricity service. This is not the case
with electricity deregulation in Texas. The actual
delivery of electricity from the poles and wires
will continue to be delivered by the same wires
company you've know and trusted. The companies are
still responsible for maintaining the wires and
poles, delivery of the electricity, and responding
to emergency outages. The only thing that changes
is billing and customer service. Retail Electric
Providers will compete for your business by offering
lower electric rates, added customer service
benefits, or renewable energy options.

Who has a choice?
Most Texas residents have a choice in their
Retail Electric Provider, but there are some areas
in Texas where electric competition is not
available. Non-Competitive Areas. The PUCT has
postponed electric competition in some areas of
Texas to ensure the development of sufficient
infrastructure, and to guarantee the future of
electric choice for those customers. Electric
cooperatives and city-owned utilities may decide
whether or not their customers will have a choice.
